Bandar Seri Begawan - An Attractive public transport system will be developed under the Bandar Seri Begawan Development Masterplan to encourage people to voluntarily get out of their cars and use public transport, according to the masterplan project director.
Regional Director of HOK Planning Group Steven Townsend said such a move will help overcome the Bruneian dependency of cars as a means of commuting and getting around the country and help relieve traffic congestion caused by too many private vehicles on the road.
Based on past experience with cities such as Houston, Texas and Los Angeles, California, Townsend said that previously, the general populations in these places did not opt for public transport.
"Initially, it was impossible to get people out of their cars and onto public transport," he told The Brunei Times recently.
He had observed that, similarly, Bruneians would not readily choose public transport as they preferred their own cars to travel almost anywhere in the Sultanate.
However, he added, the communities there managed to develop public transport systems which were more attractive than using personal vehicles, and as a result, the people steadily started using public transport voluntarily.
"You can do so much more on your ride to work such as reading the newspaper on a train or a bus, than you would driving a car," Townsend pointed out. "So the people chose to commute using public transport".
He said that people could not be forced to use public transport as there was a likely chance that they would abandon it after some time and revert to using their personal vehicles. With a more attractive public transport system, he explained, the initiative would be more sustainable and successful.
He said the same type of mentality could be administered in Brunei, while noting that the Sultanate had among the highest number of cars per capita in the region.
According to a study conducted by Universiti Brunei Darussalam (UBD), there were 680 vehicles per 1,000 persons in 2004, which is equivalent to more than one vehicle for every adult over the age of 19 in the country.
Transport is a major issue which will need to be addressed in the formulation of the BSB Masterplan, which is expected to be completed within nine months' time by June 2010, said Townsend.
From a past report, Professor of Design, Technology and Management at Harvard University's Graduate School of Design Spiro Pollalis said that public transport and walk-able destinations will play a major role in maintaining a city that is both efficient and sustainable. He added that a lack of a comprehensive public transport could hinder Brunei's dream of becoming "city in a garden" by 2015, which is another objective under the BSB Development Masterplan.
The national director of Jones Lang LaSalle (JLL), another consultant involved in the project, said that the team of consultants had to factor in that Brunei did not have the critical mass to support public transportation systems which have been implemented elsewhere. Marc Emile Shamma'a, said that due to the Sultanate's small population, the consultants would have to focus on customising public transport to make it suitable for Brunei.
We are not creating a metropolis. We are trying to see how Bandar integrates with the rest of Brunei and how it integrates into Borneo since it is the only capital city on the island," he said.
Shamma'a explained that the existence of an efficient public transport system would link Bandar not only to the satellite towns in Brunei, but also to other locations on Borneo, which in itself, would be advantageous to Brunei.
He acknowledged that in increasing attractiveness of public transport, the consultants could look at the systems of other countries. He said that Venice, which the BSB's Kg Ayer is often related to, had "water buses", which transport large groups of people across the winding water channels of the city.
Apart from its primary benefit to the masses, such unique aspects could be incorporated to make it an attraction for tourists as well as locals, he highlighted.-- Courtesy of The Brunei Times

You can also listen to the station from your radio in some parts in UBD (ETC, Library, SAS, FOS, IM and part of SHBIE); just tune that dial to 107.9 FM. As mentioned earlier, it’s still at a trial stage so you’ll be hearing some background noise.
Another good news for the hostelites, starting today there will be free wireless connection at the residential colleges. Right now it’s only available for communal use at the respective cafeterias of each residential college. Don’t fret though, the project is still running and the internet connection will be extended to residential blocks as well. But for now, enjoy surfing from the comfort of the cafeteria for free!

Just now I was surfing through Brudirect, I came across this article written by some user on Brudirect HYS. I was kinda shocked when I read it but I couldn't really give out my opinion in this matter since I am part of UBD itself. Therefore, I'm gonna let you guys (readers) to think about it and what do you really think of it.
The UBD campus entrance has a sign that includes the word "university" (or at least universiti). Unfortunately, what goes on behind that sign does not conform to expectations, and that is why people get frustrated with UBD.
UBD offers a certificate of dubious repute that is, however, recognised by Brunei Civil Service for employment in public sector jobs. That is why students enroll in UBD. Those who thirst for knowledge or skill go elsewhere.
Thus, to understand UBD, you really have to get that big sign out of your mind, and replace it with something closer to reality.
Unlike other universities, UBD does not recruit its lecturers. This is the responsibility of MOE and PSD (for foreign lecturers), although UBD departments usually make up the short list.
Both local and foreign lecturers have to provide the names of referees, who are always contacted as part of the hiring process.
Local lecturers usually do not have university teaching experience at the time of hiring. In fact, they are hired before they have taken their masters and PhD degrees. If they turn out to be no good at teaching or research it's too bad - UBD is stuck with them.
Foreign lecturers tend to have one foot in the grave and be in need of retirement funds. For example, old Sri Lankans in recent years have been hired in droves. It is difficult, at the end of their careers, to adapt Sri Lankan teaching styles to UBD students, so they are perceived to be bad lecturers (actually, they are workman-like).

Bandar Seri Begawan - "The Holy Quran is our friend and companion as well as teacher, in fact the Quran is our daily need, clothing and furnishing.
"In short, the Holy Quran is everything for us," said His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam in his titah during the Nuzul A1-Quran Celebration National Level, last night at the ICC.
The Sultanate celebrates Nuzul annually. It is a significant day as it commemorates the revelation of the Holy Quran, and is one of the highlights during the holy month of Ramadhan.
Deviating away from the teaching of al-Quran means staying away from Allah the Almighty and is the same as running away from the guidance of Allah SAW.
History has recorded evidence that it is a bad omen to go against the guidance (Hukum Hakam) of Allah. This can be seen from the fate that had befallen on people before us in ancient times mentioned in the Holy Quran, said His Majesty.
"All of those are `Iktibar' (lessons) have in fact become a warning to those in the later times, including us people in the end of time," the monarch stated.
"We are thankful for we belong to people who follow the Holy Quran. We believe in it, and we believe in all that is said and all its teachings," His Majesty said.
His Majesty said that it is not that humans do not want to learn from the Quran, it is because they are more inclined towards temptations, which make them forget the important "Iktibar" (lessons).
Thus, subsequently people don't follow the teachings and undermine Allah's guidance by continuously going against His decree in what is Haram in food, socialisation etc. It has angered Allah, and with His wrath, Allah delivers upon them His punishment in various forms, such as natural disasters, commotions, food shortages, diseases and others.
"That is why, we in this country will always be consistent with our principles. We work and develop with the guidance of Allah and his prophets.
"There is no a better development other than that based on principles and guidance of Allah SAW. Such developments without doubt have their virtues and advantages," the monarch said.
"That is why towards this aim, religious education must be solid in our life," His Majesty urged.
"In actual fact, it is not a choice, but a must," His Majesty added.

Bandar Seri Begawan - As The H1N1 death toll and infections continue to rise in Malaysia, Thailand and lately in India, Brunei is taking every step to prepare for the worst.
To enhance the government agencies in preparing for pandemic disaster, a one-day workshop on Business Continuity Plan was organised by the National Disaster Management Centre yesterday.
Awang Yahya bin Hi Abd Rahman, Director of Fire and Rescue Department who is also the Director of National Disaster Management Centre, opened the workshop saying, "This workshop is the first of its kind and its objective is to enhance various government agencies' preparedness in time of disaster.
"As we all know, we are continuously confronted with challenges to sustain our core functions to handle unknown threats of pandemic influenza, natural disasters, climate changes or internal system failure.
"If we look back at the number of disasters that Brunei has faced, it shows an increasing trend. For example in 2007, we were confronted with strong winds and flood, in 2008 we had flood, strong winds and also landslides, but this year we are faced with a pandemic and haze apart from landslides, flood and fires.
"It is critical for us to learn about business continuity plan (BCP) or business continuity management in order to minimise the impact of the threats especially in our essential services and sustain our core business.
"The BCP was recommended to be undertaken during the 2nd Asean technical working group pandemic preparedness and response meeting in Bangkok this year. This was further highlighted during the national disaster council meeting in preparation of HIM pandemic effect," said Awg Yahya.
Dr Ingo Neu, Senior planning officer of UNOCHA Regional Office for Asia & Pacific, delivered the workshop along with Dr Goh Moh Heng, President of Business Continuity Management institute, Singapore.
Dr Ingo Neu in his presentation on the potential impacts of the pandemic on society, economy and different sectors highlighted the danger of three types of influenza A.
"The seasonal influenza causes viral respiratory infection in humans that kills about 500,000 people globally each year. The Avian Influenza, which spreads from birds to birds, the H5N1 strain is highly lethal among poultry and can sometimes infect humans. The current Influenza A H1N1 is reported in 60 countries.
"We must not forget about the lethal H5N1 virus. While we have one pandemic, we can't say we won't get another pandemic. And H5N1 would be more severe in terms of fatalities," he said.
There is currently no vaccine available and antibiotics cannot be used to treat viral infections. The use of antiviral can make illness milder and recovery faster. For treatment, antiviral drugs work best if started soon after getting sick (within two days). In Thailand, it was found that maybe half of the fatal cases were due to slow treatment, he added.
Ina multi-sectoral preparedness, he said, "The health sector needs to provide leadership and guidance and take action to reduce health consequences as well as to raise awareness about the risk and potential health consequences."
In the non-health sector, there is a need to develop guidelines and implement activities to minimise the effect of a pandemic. The communities have to take action to minimise the adverse effects of a pandemic among individuals and families.
Dr Ingo Neu also showed a chart on the direct and indirect effects of a pandemic whereby the direct effect is sickness, death and massive demands on the health system, while indirectly the pandemic can cause widespread absenteeism, reduce or increase demand of certain services, cut in supplies and disruption of services.
The biggest of all impacts is absence from work as widespread absenteeism can cripple the country and economy.

Bandar Seri Begawan - Hazy skies hung on over Brunei, with Kuala Belait's air quality still remaining at unhealthy level (PSI reading of 101 to 200).
The Pollutant Standard index (PSI) readings recorded from all the air quality monitoring stations (PM1O) in all four districts yesterday were relatively higher than normal.
As of yesterday (Aug 6) at 6pm, the air quality for Brunei-Muara, Temburong and Tutong was moderate with PS1 readings of 79, 83 and 89 respectively. In Kuala Belait, the air quality was unhealthy as the PS1 reading exceeded 100, according to a press statement by Department of Environment, Parks and Recreation yesterday.
The public can contact the Department of Environment, Parks and Recreation for any complaints on open burning through hotline 8999900/8837751/8837741 and query on air quality by contacting 2383222 ext 514 (office hours). The public can also access PSI readings on line at www.env.gov.bn
Meanwhile, the Ministry of Health has issued a chart on health guidelines during haze whereby PSI readings from 51 to 100 (moderate) will have a general health effect on few or none for the general population. Irritation symptoms may include cough, sore eyes and running nose. The advice is only for children to reduce physical activities and those with asthma, lung and heart disease.
For PSI reading of 101 to 200 (Unhealthy), the general health effects are minor irritation symptoms of cough, sore eyes, and running nose which can affect healthy population. The general population is advised to reduce outdoor physical activities especially for the elderly and those with lung and heart disease. Children are not to have any outdoor physical activities. Indoor activities can be done preferably in air-conditioned rooms with special air filtration system.
From 201 to 300 PSI reading (Very Unhealthy), the general health effects would be irritation symptoms such as cough, sore eyes and running nose may become more widespread in the healthy population.
People with lung and heart disease may experience significant aggravation of their symptoms as well as decreased exercise tolerance.
There will be no outdoor physical activities for the general population. The elderly and adults with lung and heart disease are not to have physical outdoor activities and reduce indoor physical activities as well, remain indoors with window and doors closed and fan switched on or preferably, stay in air-conditioned rooms with special air filtration system. Children should not have any outdoors or indoor activities.
In the range of Over 301 (Hazardous), healthy population may experience adverse symptoms such as severe cough, sore eyes and running nose that affect normal activities as well as decreased exercise tolerance. Elderly and the sick may complain of symptoms related to the onset of certain disease which may lead to premature death.

Royal Gestures Moment of Pride
Bandar Seri Begawan - His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam yesterday officiated the harvesting ceremony of 'Padi Laila 2009' at the Agriculture Development area of Wasan paddy planting project.
In a highly symbolic gesture, His Majesty, armed with a traditional basket and knife, held the harvested paddy in the air to the applause of the invited guests and fanners.
The national food security drive to increase rice production has been highlighted in the monarch's titahs and the Agriculture Department has been carrying out projects in full force to increase the target of rice production to 20 per cent in 2010 and subsequently 60 per cent in 2015.
The ceremony yesterday was a follow up to the paddy planting towards self-sufficiency in national rice production and the declaration of the new name for the local rice variety - 'Padi Laila' - on April 27, 2009 at the same place. Formerly, the local rice variety was known as Brunei Darussalam Rice (BDRI).
The ceremony also kicked-started the harvesting activity in Kg Wasan in the Brunei-Muara District followed by other harvesting activities in the other districts.
Also joining His Majesty to harvest paddy were His Royal Highness Prince Hj Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office, HRH Prince Mohamed Bolkiah, HRH Prince 'Abdul 'Azim, HRH Prince `Abdul Malik and Prince 'Abdul Mateen.
Earlier, His Majesty was welcomed on arrival by the Minister of Industry and Primary Resources, Pehin Orang Kaya Seri Utama Dato Seri Setia Awg Hj Yahya; Deputy Minister, Dato Paduka Awg Hj Permanent Secretary, Dato Paduka Hj Mohd Hamid; Acting Director of Agriculture, Hjh Normah Suria Hayati, and senior officers.
His Majesty and other members of the royal family harvested the paddy using the traditional method and viewed an exhibition of food dishes made with Taila' rice, Wasan Vocational School exhibition, Phil rice exhibition from the Philippines, as well as threshing, drying and milling demonstration using the thresher, flatbed dryer and portable rice miller machines.
The monarch also harvested the paddy using the Combine Harvester machine and later went to the main tower to view KOSEKA farmers harvesting paddy.
The Ministry of Industry and Primary Resources has reviewed the rice production programme, enhancing the production from 3.I-2 per cent (982.9 mt a year) in 2007 to 20 pre cent self-sufficiency (6,000 mt annually) in 2010 through a short-term plan and 60 per cent self-sufficiency (18,000 mt annually) in 2015 through a medium-term plan.
The short-term plan also known as Plan A runs from 2009 to 2010 and covers four approaches, namely extension of the existing areas and opening up new ones, enhancing the infrastructure of the existing field such as main roads, effective irrigation and drainage, as well as to flatten areas, changing of seedlings from traditional varieties to a high-yielding variety and capable to be planted twice a year and to provide relevant courses to the Agricultural Department staff and entrepreneurs.
Meanwhile, the medium-term plan will be implemented from 2011 to 2015 and is based on three core approaches namely upgrading the infrastructure at Sangkuang and Labi paddy lots in Belait, Lekiun, Peradayan and Senukoh in Temburong as well as to plant the high-yielding variety twice a year in all fields and to continue technology enhancement efforts and capabilities of the human resources.
Besides short and medium-term plans, the department has also planned alternative action plans, plan B and C, to ascertain that the 20-per cent target in 2010 is achievable. Plan B covers the opening of new areas such as Buau, Kandol, Labi Baru and Lot Sengkuang in Belait and Limau Manis in the Brunei-Muara District and the planting of high-yielding variety in these areas between November 2009 and February 2010.
Meanwhile, Plan C was to plant paddy outside the season from April-July 2009 at the existing areas in all the four districts.
A ceremony to open up new paddy planting areas in the Brunei-Muara District was held on July 18, 2009 in Kg Batong. It is an addition to the existing paddy planting sites in the Brunei-Muara District, namely at Wasan and Bebuloh.
A research conducted on the infrastructure plan has indicated that some 1,344 hectares have the potential to plant paddy in the district, namely Wasan, Bebuloh, Batong, Pengkalan Batu-Panchur Murai, Sibongkok-Parit, Junjungan and Limau Manis, capable of producing 8,064 mt annually (26 per cent self-sufficiency). The 200-hectare site in Batong alone has the potential to see paddy planting done commercially.

Kuala Belait - The Air quality in Kuala Belait for the first time this haze season hit the "unhealthy" level as the PSI exceeded 100 yesterday morning.
Compounding the detection of over 600 hotspots in Borneo was a massive forest fire in Belait Saturday afternoon, which was completely doused in the wee hours of yesterday morning. The fire scorched around 15 hectares of greenery.
The satellite imagery information received from the Mean specialised Meteorological Centre (ASMC) detected 625 hotpots in Sarawak and West Kalimantan, according to a press release from the Department of Environment, Parks and Recreation, Ministry of Development.Brunei Darussalam continues to experience hazy conditions. The prevailing south-westerly winds are transporting smoke plumes from the hot spots in Borneo to the Sultanate.
The overall air quality in Kuala Belait between 6 and 11am yesterday morning was unhealthy as the PSI exceeded 100.
But for the rest of the day, the air quality was moderate.
The highest recorded Pollutant Standard Index (PSI) for Brunei-Muara, Tutong and Temburong were 54, 64 and 58 respectively. The overall air quality for Brunei-Muara, Tutong, and Temburong until 5pm yesterday was moderate.
A PSI reading below 50 is good, 50 to 100 is moderate, and above 100 is unhealthy.
Fifteen firemen from Sungai Liang Fire Station led by ASO Md Rosdi Hj Abdul Halim, battled for eight hours to control a raging inferno that engulfed 15 hectares of forest Saturday night in the Belait District.
The fire started in Kg Agis and quickly spread through to the Semayan Forest Reserve due to the strong winds.
ASO Md Rosdi said although from the highway only the fiery glow of the fire could be seen, deep in the forest fire officials were struggling to contain the raging inferno which had spread through 15 hectares of land.
He said they received a call about the fire around 4.30pm, and three fire trucks and 15 personnel were dispatched to contain the fire deep inside the forest.
It was a dangerous situation, he said, as strong winds made the conditions challenging.
He explained that because they were deep in the forest reserve, their hoses could not reach the fire, therefore they had to use what they could to douse the flame, including stamping them with damp branches and bushes.
For water supply, they used the nearby fire hydrants and stored water in their trucks. They had to make many trips to the fire hydrants to have a constant supply of water to douse the flames.
He said that there were four houses that they had to protect from the fire and they did so by drenching the surrounding with water.
Around midnight the fire had spread to the main road in Sg Liang, the road connecting Kuala &Nit to the capital, and there was a real danger it might spread further.
However, thanks to the tenacity and dedication of the fire fighters, the blaze was doused just minutes before it reached the main road.
The fire was completely doused at approximately 3am Sunday.
The Department of Environment, Parks and Recreation said it would continue to closely monitor the air quality and from time to time provide updated information and advice on the air quality through the local radio stations and television.
Young children, elderly and those with respiratory related illnesses, such as lung and heart diseases and those who suffer from asthma, are advised to stay indoors and refrain from outdoor physical activities during hazy conditions.
Despite reminders issued by the Department of Environment, Parks and Recreation, open burning activities are still being carried out in many locations in the country, especially during evening hours.
The department has urged the public to refrain from conducting any open burning activities that will worsen the haze. It will continue to closely monitor the air quality and conduct surveillance on backyard and open burning activities.

Bandar Seri Begawan - Nurses today have to adapt and move away from their traditional roles of treating only bedridden patients towards a more highly technical role to keep up with current developments brought on by advances in technology and info-communication, said a senior official from the Ministry of Health yesterday.
Deputy Permanent Secretary (Administration and Finance) at the Ministry of Health, Hj Rosli Hj Mustafa said that nurses today have to be efficient in identifying and handling problems faced by patients, in addition to having the necessary skills required to plan for the needs and wants of the patient according to their condition.
"Nurses are important colleagues of doctors and are the middle person to patients and their
families. They are involved in advising and educating the patients and their families on issues related to healthcare," he said during yesterday's launch of the Orientation Course for New Nurses and Midwives at the Health Promotion Centre, Commonwealth Drive in Berakas.
"This emphasises the importance of the task and responsibility of a nurse," said Hj Rosli, explaining that one can only become a trained nurse through a comprehensive network of practical and theory courses.
Hj Rosli informed the participants that apart from being efficient and highly skilled, nurses are also required to have good communication skills, especially when facing patients.
"Nurses have to constantly use a courteous language with a relaxed tone of voice," he said, adding that they should also be caring, friendly and cheerful while carrying out their duties.
The deputy permanent secretary also spoke of the importance for nurses to constantly improve themselves in terms of their skills and knowledge to further stabilise and strengthen public confidence in the quality of services provided.
"You have to be innovative by acquiring new knowledge, in addition to using newer, more creative, responsive and effective approaches in the promotion of health, prevention of illnesses, recovery and treatment," he said.
He also advised the new nurses and midwives to be prepared in facing whatever challenges that may come their way.
"You have to be able to control yourself in every situation by showing your attitude and identity, as well as a high level of leadership to maintain the image and good name of the medicinal and health profession," he said.
"The Ministry of Health is a service-oriented agency where our customers stand from the public and citizens of the country which will have different needs and expectations," he said.
"It is our responsibility as an organisation and health and medical institution to provide services that are thorough and of high quality regardless of where they are, be it in the urban or rural areas," added the deputy permanent secretary.

INTAKE FOR NURSING AND MIDWIFERY
Again on the issue of Nursing and Midwifery in UBD. The proposal was for Nursing College to be upgraded to either an Institute OR a Faculty of Nursing and Midwifery in UBD. NOT to be squashed into the Institute of Medicine.
It's not practical and also totally inappropriate. There should be total Autonomy on the running of the nursing programmes and MUST meet most and foremost the LOCAL requirement which means based on the MIB as according to TITAH should be implemented in the programes. But somehow that doesn't seem to be the direction now because the courses seemed to have been shortened!!!!!
By the way why only 20 + - participants for the Diploma Nursing whilst only THREE (3) Diploma in Midwifery. There are already 2000 = TRAINED LOCALLY AND ARE PRACTISING IN BRUNEI'S HEALTH CENTRES ARE YOU QUESTIONING THE CREDIBILTY of their qualifications? Remember they were also externally examined by overseas Professors!!
Haven't the authority or relevant admins realize that there will be attrition and do you think the numbers will be able to accommodate the staffing level of the expanding health services in years to come!!!!!! These mistakes were rectified by people before but unfortunately many of those responsible for the future of caring for those in need seemed to have been overlooked and I am sure now being appreciated because suddenly you need Nurses and Midwives. They can't just be processed on a conveyor belt.
If you want Quality and Standard those responsible should know the MEANING of the word Not just squaring your shoulders in a threatening manner and shove everybody else aside to accommodate your personal egos.

Today, we spent the entire day at Ceca's house doing preparation for our farewell decoration. It was such a great day today despite a few heartbreak along the way by someone who we all love & trust before. But what's done is done, you can't reverse the past. Nonetheless, the show must go on. Tomorrow, there will be another meeting for all AJK farewell community at ceca's house right after the Jumaat prayer to prepare our lucky draw gifts.
